Asphalt pavement resurfacing, often called an "overlay," is the procedure through which a new layer approximately 1½ inches to 2 inches thick is installed over an existing asphalt pavement or surface area. It may be an option if and when the existing asphalt surface reaches the end of its life and useability.

Pavement and asphalt reconstruction involves both the subgrade asphalt and the top overlay layer. Whenever there occurs substantial damage, alligator cracking, and potholes, it is often more cost-efficient to remove the existing asphalt and replace it with the new and then do an asphalt overlay.

An overlay should NEVER be done on a driveway or parking lot that is severely cracked, crumbling, wavy, or has sinking, soft spots. The new layer of asphalt will follow the old asphalt cracks (reflective cracking) and waves in a very short period of time. An overlay can be done when the surface has become heavily oxidized but the base (also known as subgrade) remains in a stable condition. The condition of the subgrade can be tested through core-testing when there is any concern or question of what shape it is in.

Some of the benefits of an asphalt overlay are the following:

1. The appearance of new asphalt pavement without the cost associated with complete removal.

2. Lower cost than asphalt resurfacing or asphalt replacement.

3. Smooth sealed surface with renewed skid resistance.

4. Ability to handle traffic safely.

Pavement milling (cold planing, asphalt milling, or profiling) is the process of removing at least part of the surface of a paved area such as a road, bridge, or parking lot. Milling removes anywhere from just enough thickness to level and smooth the surface to a full depth removal.

The process of asphalt milling is completed in a few steps. First the milling machine scrapes off the top layer of asphalt using a milling drum that is set to the desired depth, usually 2". The asphalt that is scraped off is transferred through the machine to a long conveyor belt that deposits the milled asphalt into dump trucks. The dump truck then takes the "millings" back to the asphalt plant, where they are recycled and used to create new asphalt. The milled surface is then swept clean of any loose debris and is ready for new asphalt.

Sawcut patching requires foundation and stonework utilizing an asphalt saw. The deteriorated or damaged area is cut out and patched from the foundation to the surface. The procedure is as follows:

1. Sawcut and remove existing blacktop.

2. Re-grade and compact the existing stone base and/or dig out the existing stone base and replace it with crusher run stone.

3. Compact Stone Base.

4. Install 2½ inches of type 3 dense binder and compact.

5. Install 1½ inches of type 7F commercial-grade asphalt and compact flush with existing blacktop.
